SAMARKAND, Uzbekistan, September 16 (Reuters) – President Vladimir Putin said Russia was ready to provide more than 300,000 tons of Russian fertilizer stuck in European ports to developing countries free of charge if Europe agreed to further ease sanctions on Russian exports.

Speaking at a Shanghai Cooperation Organization summit in Uzbekistan, Putin said Europe had only “partially” lifted sanctions that Moscow said were blocking its ability to sell and ship fertilizer around the world.

Putin said Russia welcomed the European Union’s decision to ease some logistical sanctions on Russian exports, but accused the bloc of “selfish actions” by lifting sanctions only on its own members.

“Only they can buy our fertilizers. But what about the developing world and the poorest countries in the world,” Putin said at the summit of SCO leaders.

The admission of Russian fertilizers to world markets was part of a landmark Black Sea grain deal struck with Ukraine, Turkey and the UN in July, under which Russia lifted its military blockade of Ukraine’s southern ports and allowed Kyiv to start grain exports.

Putin said Russia currently had 300,000 tons of fertilizer in European ports, which Moscow was willing to ship to developing countries free of charge when sanctions were lifted.
